You can buy a MTC sim card and airtime at the post office in the supermarket. 7 ND. To activate I called customer service (call 130), all pretty easy.

Supermarket at fuel station no longer houses the post office. There is a NamPost office along the new storefronts to the right of the Shell station.
You have to register your SIM at NamPost now. Good luck finding it open (on a Saturday).
