Ten years later this place is a parking lot right next to the main road.
There are nicer spots between Lake Titicaca and Sorata but I guess it's ok for a night if you arrive late and are tired.
Definitely walk up to the viewpoint. It gives you beautiful 360° views of the surrounding mountains and valleys.
