Description

To go to Iraq crossing a landborder, you need a permit (green paper). They ONLY issue it when you have a visa for Iraq.
Enter the building take the stairs on the right to the first floor. Enter the door. The office has the shape of a square. In the back left corner you find 4-5 women sitting in a circle on their desks. Ask them for the permit paper (green). They will issue it after showing the Iraqi visa.
I put a permit/green paper into the pictures here. Also a picture of the office.
You can find more information to this border crossing process on our website: https://www.einluxaufreisen.de/2022/03/31/border-grenze-kuwait-iraq-irak/

Update: you get it without Iraq Visa, only thing you need is Kuwait Visa.

Looked closed, if there is no one at the gate try pushing the intercom. Was trying to find anyone for half hour and then ended up pressing the button on the intercom. Gate opened instantly 😂

Found on Every Passport Stamp FB group from 23.07.2023:
KUWAIT EXIT PERMITS
===================
Previous posters have given opening times for the office at Kuwait airport that issues green exit permits for those travelling overland to Iraq.

The upstairs office does indeed have restricted opening hours. But if it's closed, you'll see a counter diagonally opposite you to the right as you go through the main ground-floor entrance.

Go down the passageway behind the counter, and ask for a permit.

I checked, and they told me this service is available 24/7/365, so you don't need to worry about getting there before they close. It took about 15 minutes, and was free.

As described, 5 minute job. Parking lot was full so big rigs can park over the kerb, across the road from the entrance.

Report Check-In

As described as previous entry. Just some additions. Take the first right after the parking. Walk to the end of the building, past the small mosque and take the last sliding doors of the building on the right. Once inside go through the doorway behind the reception desk and head into the office with the officials (I believe second door to the left). All done in 5 minutes.

My experience slightly different than other posts.

I went to pinned location on a Friday @ 14:00.
Entered 1st large building - with the arches across from small mosque - took a right main floor and went into office of military police -2 uniformed officers.
I told them I’d like to enter Iraq via Kuwait land border on motorcycle and required “Green Permit”.
They asked for passport / Kuwait visa - and issued Green Permit - 5 minutes.

* worth the stop. You can stock up on $USD at the terminal - change cash and get SIM card if needed.

Green permit still needed to cross into Iraq from Kuwait: such I have been told by the kind ladies who work at this office. You need to show your Kuwait visa, as mentioned before. Directions posted before are perfect! Have uploaded my green permit (hope my name is on that form!).

Go through the gate, straight along the building at the right side till the last entrance. Stairs to the 1st floor at the right
When you enter the big room, the stand for Iraq is on the opposite side

I came here at 3pm but they were closed since 2:30pm. Therefore I tried to cross the border to Iraq without the permit. At immigration they asked for it and I told them that I don’t have it. They somehow still can handle you. You just have to wait. I waited 30 mins at the border immigration untill I got my stamps. They told me it took so long because I don’t have the green permit. So it’s totally worth to spend the 30min waiting at the border rather then going to the airport to issue the permit.

Italian Passport. I successfully crossed the land border from Kuwait to Iraq WITHOUT need for this permit. However I was crossing on foot (you have to take a local bus ferrying you across the border, for 2 KWD), so it's likely that the green permit is still needed for those with their own vehicles. Anyway, foot travellers can skip the trip here

You get the Permit without the Iraq Visa here. You just need a copy of your Kuwait Visa and your Passport.

Most European Passport holder get the Iraq Visa on Arrival at Safan BP. The Iraq Embassy in Kuwait doesn’t give you the visa if you allowed to get it on arrival.
