Ministry confirmed laissez passer is not required anymore from the 15/16th of February.
They didn't allow me in because I was wearing shorts and not pants, but my wife was able to get in.

Very fast process (1 minute) if you already have the letter. You can do this letter by yourself, just need to wright on it :
- your name / surname / téléphone number
- date of the day
- A l'intention de Monsieur le Ministre de l'intérieur et de la sécurité
- Objet of the letter : Demande d'autorisation de sortie du territoire national
- necessary détails : name of the border you will leave IC / enter Ghana // date of departure // brand of your véhicule + plate number
- take with you a copy of your passport and driving licence

The template for the letter of request is provided by the clerk, you then go to type and print your own letter across the street, and go back to the Ministry with a copy of your ID. I went Today and I did permit to exit, also if I don't know if in my case It was necessary. They fill in the form online immediato, no copy tò do outside, I have to them a passport copy because originale was in Ghana Ambassy for Visa. Not issue at all and nothing to pay. They Say tò go to DST office, close tò the Ecole Gendarmerie tò show the document, I went there but Is not necessary, they Just look It, no stamps in It, they didn't take any note.

Process is really simple. As described before, they will give you the template and mark places that are supposed to be changed. In the print shop accross the street, they already have it in the computer and will prepare it for you for 1.000 XAF. You need to print it twice, sign it and give it at the office with passport copies and vehicle documents (registration card, international driving license...). They stamp one form and give it to you to present at the border. Simple and fast :)
