There are 7 campsites with picnic tables and a porta-potty maintained by the Boy Scouts. It is below the dam and not far from the main road (though the dirt road leading in takes a roundabout route).

we didn't actually stay as gate was closed but a few other options along this road. very scenic with views of the Virgin River. was surprisingly quiet on a Saturday night, saw a few other campers.

Do not try to follow google or Apple Maps. Take the turn off 9 for Quail Creek State Park. Before the water treatment plant, turn onto the dirt road and follow the signs. Boy Scouts camp gates were locked. We continued a short distance to a turnaround and camped there overnight with a 16 foot trailer. There is a fire pit and it overlooks the Virgin River. May be private land but we weren’t bothered by anyone.

Nice and beautiful location, several camping pits, drinking water, quiet, used by the boys scouts, so you can only stay one night

I ended up staying at a trailhead parking nearby. Quiet and zero traffic. Found the sites in the daylight. When coming in take the right instead of heading towards Mt. Zion camp. Picnic tables, fire pits, portapot and a dumpster.

We counted 7 campsites on the drive in, including fire pits and picnic tables. One site (up a steep spur) is a double site with two tables and one fire pit.
There are some informal spots along the maze of roads as well, so lots of options. Clear sign at the start of the road confirming the one night limit.
Road in could be tough after rain, as it gets slick.
Road noise in all sites, hopefully less at night.
if you drive all the way to the GPS location, you'll be at a formal camping area, referenced by another user as gated. I believe that area is for scout use only, but there is plenty of room to stay near the gate if needed.
Portapotty in the center of the area, and Walmart just 2 miles away for any other needs.

I arrived during sunset in late November. The Gates to the Camp were closed and locked.
So I stayed on the pullout next to the street of the Gate. No one bothered me.
Nice place just out of town.
At the beginning of the road to the base is a sign which says: “For day use or overnight only”
