We got our SAOT at this place, because the other one next to this mark was already about to close.
Even better, because we could also choose only 1 month of SOAT although everybody was telling us, that a SOAT less than 3 months isn't possible in Colombia. So we only paid 60300$ instead of ~170000$+ for each motorcycle.

We arrived at 12:30 and the building completely closed. We returned at 14:30 went up to the third floor and received no. 17 in the queue. It took about an hour to be serviced.

Report Check-InAfter trying to buy SOAT in Ipiales con Olga Mejia (helpful but unfortunately she didn't have at this time because it was end of the month and all were sent) and Exito Pasto (where informatic system was crashed), I came here. you MUST arrive very early, and in this case, I could be done quickly. I arrived at 6:30 (I had turn n°4). they opened at 7:30 (officially at 8:00) and at this time there were around 20 people behind me.. I finally had my SOAT quickly and finished the process at 7:50 !!
if you arrive at 7:30, probably you will not finish until 10:00 or 11:00. if you arrive more later (more than 8:00), probably you couldn't have SOAT and have to come back next day...
Furthermore, note that SOAT will be effective the day after you buy it.
Got my SOAT here. Paid 70k COP for one month for Fiat Ducato (3.5 ton).
Arrived at 8:50am and got slot 27. Total process finished around 10:50am.
It is possible to pay with credit card, debit card and cash (for this you will need to go to a bank next door; so plan extra time and during opening hours of the bank).
Long queues. Turn up either before 8am when they open (we arrived at 7.45am and were 20th in the queue, got seen at 9.30am) or before 2pm for the afternoon slot.
Payment in cash or by card. 1 month only possible, paid COP 60,300 for a motorcycle.
Possible to do it for another person if you have their passport and vehicle document.
