Tried to call Olga on a Saturday afternoon, but no response.
Bought my SOAT later in Pasto.
Saw the sign regarding Olga's contact there. So it seems genuine. Added a picture.

I went to Previsora insurance in Pasto, and there was information to get the same soat in Ipiales, with a woman called Olga Mejía. So go here and ask for her or you can call: 6027757036 or 6027255852 Address: 12th street N 6-25 Santa Clara Build ofice 205.
(Here on ioverlander, I put the photo that I saw at the Previsora ofice in Pasto). The price of Previsora or Seguros del estado was quiet the same.

Fui a Previsora Seguros en Pasto y había información para sacar el mismo soat en Ipiales, con una mujer llamada Olga Mejía. Podés venir acá y preguntar x ella o llamar: 6027757036 ó 6027255852. Dirección: Calle 12 N 6-25 Edificio Santa Clara oficina 205. (Acá en Ioverlander puse la foto que vi en la oficina de Pasto). El precio de Previsora o Seguros del Estado era casi el mismo.
