Here is some help:

According to article 91 of the National Traffic Regulations, documents to be carried by a driver in Peruvian territory are: identity document, current driver's license, vehicle identification card, proof of technical review and SOAT certificate. Regarding foreign citizens using private vehicles for tourism purposes, the following points are made:

On the identity document, foreign citizens will be able to identify themselves with their passport or national identity document, according to the agreements signed by Peru: CAN, MERCOSUR, bilateral, etc.
In the case of licenses, according to clause c) of article 10 of the National Regulations for Licenses to Drive Automotive and Non-Motorized Vehicles for Terrestrial Transportation, the original licenses of other countries that are in force and that have been issued in accordance with International Conventions are valid for driving in the national territory. In this regard, the Convention on the Regulation of Inter-American Automotive Traffic, in its articles 6 and 7, allows the license of the country of origin to be circulated through the territories of the States Parties
Technical revisions are not mandatory for vehicles with foreign registration according to Article 104 of the National Vehicle Regulations.
The property card will be issued in the country of origin of the driver who credits your property.
The SOAT is obligatory according to article 3 of the National Regulation of Civil Liability and Obligatory Insurance for Traffic Accidents and article 285 of the National Transit Regulation, which establishes that any motor vehicle that circulates in the territory of the Republic must have a policy Of this insurance. This requirement will be demanded of the tourists that circulate in private vehicles of foreign plate by the national territory; However, this provision should be better regulated since the only border crossings in which the SOAT is sold are located in Aguas Verdes and Santa Rosa, while in other cases tourists must travel to the main cities of the country to acquire Said insurance, necessarily contravening the aforementioned legal provisions.
Finally, the authorization for the total or partial use of polarized windows or glass is not required for foreign vehicles according to Article 1 of Supreme Decree No. 005-2004-IN, in accordance with the National Vehicle Regulations, insofar as it is a Requirement only for vehicles that are part of the National System of Land Transportation. In addition, the nature of the requirements required to obtain the permission of polarized moons shows the impossibility of obtaining them in the short term.
