We applied for our Russian transit visa here. The process was easy.
1) book appointment at www.tashkent.kmid.ru/Default.aspx
2) Fill in the application form; visa.kdmid.ru
3) Take copies of passports, vehicle passports, Russian insurance, and driver's licence to the appointment. These were not translated into Russian, but they still took them. You need to pay in UD$. The notes need to be unmarked and newer than 2006. The cost was US$160 for the fast track (3 day visa). Cost is less for the visa that could take up to 20 days.
We tried to get the transit visa for the drive through Russia in two months from Kasachstan to Georgia. The diplomat said it is to early to apply for the transit visa. But it is possible when you would enter Russia within 4 weeks.
Report Check-InOnly for Uzbek residents. Tried a few times to get a (transit) visa here but we were denied every time. Eventually drove to Uralsk (Kazakhstan) where it was super easy!
