While maps.me and google have problems showing the right way, there is a proper carretera going from Oruro directly to Sucre. Its about 300km of the best paved roads we have seen in South America so far and goes through beautiful hilly countryside.
EDIT: only the last 40km before Ravelo are on/off paved/ good gravel. But they are working hard to make it all paved.
So do not pay attention to your navigation system for once but just follow your nose south and after 100km you will find signs directing you towards Sucre.

Beautiful route, totally asphalted now, with minor repairs due to a few landslides. Not much gasoline one the route, so be prepared.
Report Check-InDriving from Sucre, only some parts in the beginning were under roadworks, otherwise this road is 95% excellent pavement and is really beautiful (you drive through mountains, valleys and fields). There is 300-350km between Sucre and Oruro and almost no gas station so watch for your gas before starting !
Report Check-InThis road from Sucre to Oruro is now completely paved. Wonderful ride through smooth winding roads and scenic. Few vehicles except when near Oruro. We have to wait for an hour for a landslide to be cleared.
Report Check-InAll paved from Oruro to Sucre! Beautiful drive with stunning scenery! Due to the bad weather there are several landslides, but they seem to be prepared for quick cleaning up operations!
