On the west side the street there are a lot of bistros serving good local food. Variety is decent: you can order shashliks, mantis (pumpkin, potatoes, meat), samsa, some soups and drink some tea or ayran. The prices are really low (40 soms for shashlik, 15 soms for one manti) and quality is good enough.
